Unable to create user account after restore

Hi everybody,
I am using windows 2000 server SP4, it is domain controller, so i got new server machine, so i restored all data from old server to new server, After restoring when i try to create new users in active direcotry i could not.
The message is "" Windows cannot create the object because the directory service was uanble to allocate a relative identifier""

 I found log file in event viewer

 Source    :    SAM
 ID           :    16650

What might be the problem, Give me the solution as eraly as possible
