SQL Reporting Service installation problem

I try to install reporting services on the windows 2003 server (domain controller) and I get an error and 'Retry' and 'Ignore' buttons are disable:

Set Dialog Error Code: 1603

Thanks for your help.

I have installed SQL Server SP3a before I installed Reporting Service.

I tried to follow 867872.  But I got an error message after the system prerequisties check and clicked on the next button:

"this installation package could not be operated.  verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid installer package"

But I have installed RS using the same CD on the other domain controller without any problem.  I am sure the CD is OK.  The command I used were

setup.exe /i"g:\Setup\RSRun.msi" RSDONOTCREATEVIRTUALDIRECTORIES=True
and
setup.exe /i"Setup\RSRun.msi" RSDONOTCREATEVIRTUALDIRECTORIES=True

g: is my CD-ROM drive.  But all failed.

after the system prerequisties check, the error message - "this installation package could not be operated... "
.  But I got the same error message 1603 as I mention in my question.  I forgot to mention that the 1603 error message is a little different with 867872:

SetDialogs   (not 'Configuring Microsoft SQL Server')

Error Code: 1603

The problem is caused by the windows 2003 domain controller.  when installed asp.net framework on a doamin controller, asp.net could not create an ASPNET local user.  ASPNET is the user account used by SQL Reporting Service through installation.  

To resolve this problem, open machine.config file and change the 'MACHINE' to 'System' in <processModel Attributes> option.

Another way is drop domain controller to a normal server, reinstall asp.net framework. and now you can install sql reporting service.
