You can use a 3rd party application like Netfee

I would assign a DHCP reservation to this MAC address and assign it an IP Address in a range that is not permitted to access the Internet.  You can allow Internet access the same way.  I have 3 levels of internet access on my network, none restricted and unrestricted.

Check out "arp -s" command.
Give the MAC an IP address like 127.0.0.1.

Check arp/? for more details.

Take a look on "Proxy Inspector For ISA Server" software which can restrict the specific user computer from accessing Internet services.

You can't block outgoing traffic by MAC address in ISA 2000.  You can create a client set (if the IP is static) and a protocol rule that blocks all IP traffic (make sure the client is SecureNAT).  If it is a firewall client, you will need to restrict access based on domain\user.
