Surveillance or Video display Application tool

Hello, experts!

I need to build a surveillance software for internet camera(or web cam) with Visual basic, but I don't know where to start.  The project must be accomplished in relatively short time.  Is there any good video handling SDK or API, I can use?  

It would be best if I can simply integrate any existing video software into my application.  Most of known software outhere doesn't seem to offer integrate solution or API for it. Does anyone know such software or SDK products?  License fee is not a problem.
