Rightclick the Tiff file and choose open with, then select the program you want to open tiff files with.

Download and install Irfanview. IrfanView is a very fast, small, compact and innovative FREEWARE (for non-commercial use) graphic viewer for Windows 9x/ME/NT/2000/XP/2003.
It is trying to be simple for beginners and powerful for professionals.
IrfanView was the first Windows graphic viewer WORLDWIDE with Multiple (animated) GIF support.
One of the first graphic viewers WORLDWIDE with Multipage TIF support.

You can have this program create file associations for all you graphic files. It even plays audio and video!

He could also select open with as suggested and make sure he ticks the little box that says always open this file type using this set the association I mean...but I'd try opening it first, if it works close it and then -re-open it with the association checkbox checked.
