pro*c is a c++/sql precompiler, what should it have to do with perl?

Why do you have to use pro*c?

There are a few IDEs for perl, but for the most part all you need is a good text editor with syntax highlighting. I use jEdit (http://jedit.org). I have never found any IDEs that I really liked. The best one, though, is probably Komodo (http://www.activestate.com/Products/Komodo/).
