Create Users Home IIS programatically

Hi Gurus,
I had a crash on one windows2000 server and need to recreate the configuration files on a Windows2003 server,

I need to create:

1) Users with passwords
2)Home directories and set up owner and properties
3)IIS entries for ftp and web

I wonder if any of you has some sort of batch files to complete all this tasks, I have a txt file with all the infos:

user, password, homedir for each user
