How to send a pre-recorded voice message to a phone number through VB6

I have an application to keep track of renting videos. I want to make the application send a "generic" message (pre-recorded in a WAV file) to a customer whose phone# can be picked from the database if he is late in returning an item.

The database part is no problems, but how to make the application send the pre-recorded voice message to the specific phone number. the process should be unattended.
Please supply me with the code, and tell me about how to get any OCX I may need. If I need to use TAPI, please tell me how to get it to my design environment, and what needs to be shipped with my application to my application users.
I am using VB6, so please send me the answer in VB6.
