Address sorting when selecting from the Contacts folder

How do I sort addresses in my Contacts folder by "Last Name", when I select them to e-mail?
Even if I set the "Save As" field at Last Name, First Name, I still get a list sorted by first names when I open it in an e-mail message.

    Are you talking about the display of contacts when you click on TO while composing a new email and that you see that in
    select name dialog box ?
    If that is the one , try this
    open outlook
    go to tools > email accounts > view or change existing directories or address book
    double-click on "Outlook address book"
    and select " file as "
    press OK
    close and open outlook and check now
