Configuring time service in the root domain

How do I do this? Or how would I manually configure the PDC to synchronize with an external time source?

I keep getting a Warning in my system event log for W32Time.

On your PDC Emulator, set a external Time reference ("net time /setsntp:time.microsoft.com").
The PDC-Emulator is the reference for all others.
