XP SP2 - Incoming ports blocked even with XP firewall off and no other firewall installed, HELP!

I've got an extremely frustrating and baffling problem, and I've searched every appropriate place for an answer and found nothing (microsoft.com, google, zone alarm, etc., etc.).

The problem is this.  Something is filtering out incoming requests before they reach my applications.  This behavior appears to have started post SP2 (though this is by no means certain).  Windows XP firewall is OFF.  I had ZoneAlarm Pro installed, but had all the appropriate ports opened up, even tried telling it to not use the firewall, even completely uninstalled it.  It made no difference.  I know the packets are reaching my computer because when I sniff for them (using Ethereal) I see the packets arriving (SYN) but no ACK is ever sent back.  So, it seems to me pretty obvious that something is filtering them between the time they arrive via the ethernet interface (as seen in Ethereal) and the time an application should receive them.  But what?  If Windows firewall is off, if ZoneAlarm Pro is uninstalled, what is left?  There are no tcp/udp filtering rules on the tcp/ip stack in networking properties.

As further background, just to prevent people suggesting things I've already tried:

I checked the pfirewall.log or whatever the name is that the Windows Firewall uses, it recorded no relevant blocking (and no blocking in a month, since that firewall was off, zonealarm was used instead).

It's redundant, since I've already said the packets are reaching me, but I have tried accessing common ports on my computer from another within my little home network.  The other computer cannot access my webserver, cannot ping, etc.  So, I've tried both over the internet, and within the intranet, and both groups cannot get packets to my applications.  I've tried disabling (in services) the Windows Firewall service.  That did nothing.  I've opened up the specific ports in question in the Windows Firewall rules, just in case it was using the rules even though it said it was off.  No change.  

I have looked through Microsoft and installed one hotfix that had to do with loopback (http://support.microsoft.com/default.aspx?kbid=884020) that did nothing.

I also dumped all the LWP (or whatever the acronym is, for those things which could be filtering the packets received, I attach that list below, though I don't think it will help).

Please!  I'm going nuts.  I've got a deadline and I need to profile some code and the only way I can profile the code is by letting the server connect back to my laptop to send the profile data, and with this problem I can't do it (already tried SSH tunneling, but that doesn't work because of the nature of the way it wants to talk to my computer).  But, again, this problem is larger than just one application, nothing (it seems) can come in to my computer.

Please try the following command from the command prompt to reset the tcp/ip stack:
Netsh ip int reset resetlog.txt

No dice.  Just for clarification, the syntax should be (in case anyone else needs it):

netsh int ip reset resetlog.txt

But, I just now tried this, and same problem.  Ethereal sees the packet,, the applications do not.

its just an advise... have you tried uninstalling SP2 from the system and then checked for the problem ??
sometimes a bad SP2 installation can also create such problem, and a quick uninstallation and reinstalltion normally fixes these problems :)

Good suggestion, sadly it's not possible.   Since I didn't discover this issue for almost 2 months after installing SP2, and since everything had been going so well with SP2 (seemingly), and since I was running out of disk space on my main drive (before a recent HD upgrade) I deleted the uninstall files (1.5 weeks ago).  I wonder what would happen if I re-installed SP2, whether it would even let me.  I guess I'm a bit reluctant to try unless there's a good chance it will help, just given the time it would take, slight risk of some serious problem.  I might want to see if there are any less drastic suggestions first.  Thanks again.

nopes then it shouldn't be SP2, the problem can be occured may be after a recent windows update or a recent change in the softwares on your system :-?

I should have been more clear in my last answer.  Between the time I installed SP2 and now I had done nothing which would have tested my ability to receive incoming connections.  So, this problem could have existed ever since SP2 was installed, I simply wouldn't have known about it until now.

I looked on Microsoft.com for the ability to download/reinstall SP2, but everything on Microsoft says you can get it through WindowsUpdate, which of course knows I have it and thus won't let me reinstall it.  I'm searching for something that lets me install SP2 again, but all I'm finding are links to sites I don't trust.

Well if you are ready to reinstall it over the presently installed(although i dont recommend it) then you can download the exe setup from here instead of trying Windows Update website >> http://www.microsoft.com/downloads/details.aspx?FamilyID=049c9dbe-3b8e-4f30-8245-9e368d3cdb5a&displaylang=en

Your LSP's look perfectly normal to me... but... have you tried another NIC (different brand, so you can be sure it uses another driver)

I fixed it!

Not sure how you "close" one of these items if you've solved your own problem.  As it happens my girlfriend led me to the solution.  It wasn't SP2 at all, it was Norton Antivirus 2005.  They now include (which I didn't know) what they call "Internet worm protection" which among other things, acts as a firewall, blocking all incoming port accesses.  I wasted 8 hours on this problem, not to mention all your time, thought I was going completely crazy to not be able to diagnose so simple a problem.  So, I thank my gf for suggesting I look at Norton Antivirus, and all of you for trying to help.  I'd award points, but I'm not sure how in this situation when none of the solutions were right.  If that's bad netiquette for Experts Exchange, I apologize, first question I've asked on it, and I can't really figure out what you do in this situation.
