Password Management

I want to have a username and password log simular to what you see on Experts Exchange.  I want to be able to manage that log too.  Where do I start?

What do you have server side to support it?  At the very least you need a database and scripting support.

I have a SQL data base.  I know that the server i am using does not support ASP.  But will support Perl, java, html etc.

You are probably best to use php and mysql. If your server doesn't support ASP then another server script is php and the are plenty tutorials on the net on how to setup user logins, ect.
