"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I do have to say that I like google.

While the organizations are famous indeed, I've even been published therein, I am not so aware of their possessing websites that are famous.  Try their respective sites for membership rules, such as subcriptions and presentations and events.  Most of them have separated groups defined, which leaves me the google comment, for the having of something more common to all. I am not personally aware od discounts, such as for groups or intututions such as gov't or education, or even students. But they might, or as you suggest form some rate combinations. They'd do that in mail solicitations, but they 'should' do it also on their websites.
See the following extract for one method used of cost savings, and a suggested contact.  Discounts can be achieved, for example, by having a special designation, such as member or affiliate or student member, often as a permission once a more global contribution has been made.

If you are already a IEEE Member, then you can add (Year 2000 prices):

Control Systems Society membership, includes Control Systems Magazine
  $15 for IEEE Member
  $8 for IEEE Student Member

Subscription to IEEE Transactions on Automatic Control
  $12 for IEEE Member/Affiliate
  $6 for IEEE Student Member

Subscription to IEEE Transactions on Control Systems Technology
  $8 for IEEE Member/Affiliate
  $4 for IEEE Student Member

Add a society or publication (a) when you renew, (b) using the short form near the back of the Control Systems Magazine to adding society membership or publications, or (c) by contacting IEEE Member Services
