Exchange Installation Error related to Active Directory Schema

I have installed active directory on win 2k3.  I want to install Exchange 2003
on the same machine.
Ran the setup using an account which is the member of Domain Admin, Schema Admin
and Enterprise Admin.
During the installation of Exchange 2003 (forestprep) it gives me the error
"Either you do not have the permission to update the Active Directory schema or Active directory service is currently too busy"

I have corrected the registry entry to change the value to 1 of "schemaupdateallowed"
in HKLM/System/CurrentControlSet/Services/NTDS/Parameter"

Have also checked the FSMO Roles.
