OIP-04148: Unable to obtain a free database object from the pool

Everytime that the Oracle DB Machine locks up I get the following error message: "OIP-04148: Unable to obtain a free database object from the pool"  but when the Db machine is back (comes back) i  still get the error message.
This error message doesn't affect all my websites that are configured on the IIS.  Is there any recommendations on how to fix this error???  
Machine Win2K Server, IIS 5.0, running as webserver machine

    First checking my assumptions:

    This error iis generated on the web server or from a browser accessing a host web site. Yes?

    If you are using IIS for your web server, then it is likely that database connections, object creations etc are being set up in a file called GLOBAL.ASA which you'll find in the home directory of the web site.

    GLOBAL.ASA contents are run at application startup/shutdown, or user session startup or shutdown, depending on what events are specified. So you may need to restart your application after the Oracle Server becomes available again. You can do this through:
    stop/start of the website, or through
    unloading the applictation (start IIS manager, rightclick web site and sekect properties, go to Home Directory Tab and click on UNLOAD at the bottom of the window.
