Disabaling USB power on the fly?

Is there a way to disable USB power on the fly?

I am looking to be able to remotely recover a crashed server;
No one seems to have a solution...

Well on of the ideas is to use my other 24/7 server to shut it down by using this device: http://www.thinkgeek.com/gadgets/electronic/6ee4/
"When you shutdown your PC the USB cable will no longer have power, letting the Mini Power Minder know to shutdown power to the secondary outlet. If you have your peripherals connected to this outlet they will be turned off"

So I guess I need to cut the USB power on the fly.
But then again this is a bad idea in general...

which version of USB are you using?  1.1 or 2.0?
