Disabaling USB power on the fly?

Is there a way to disable USB power on the fly?

I am looking to be able to remotely recover a crashed server;
No one seems to have a solution...

Well on of the ideas is to use my other 24/7 server to shut it down by using this device: http://www.thinkgeek.com/gadgets/electronic/6ee4/
"When you shutdown your PC the USB cable will no longer have power, letting the Mini Power Minder know to shutdown power to the secondary outlet. If you have your peripherals connected to this outlet they will be turned off"

So I guess I need to cut the USB power on the fly.
But then again this is a bad idea in general...

One way (very time consuming) to disable the USB power on the fly would be with a switch soldered into the circuit of the USB motherboard connection and the connection on the case.
For USB 2.0 - shown here http://www.frontx.com/cpx108_2.html  The pinout shows that The red and black wires are power lines.  putting a switch in line with those wires would cut power at the throw of the switch.

Crazy yes, but it would work.
