files on blank floppy showing

Ok,I have a user that has a floppy problem

He'll take floppy 1, put it in his drive and copy a file over (say the file is named dog.txt)

Then then removes the floppy, places a brand new floppy in and browses the contents. and dog.txt is there. It's like the computer is holding the file in RAM or something?

Any ideas?
I verified the blank disc was indeed blank.  I took it up to my office and tested it
