The Genius (2400dpi) scaner is  a USB 2.0 scanner and as stated above unles your ports are listed as enhanced or 2 in device manager you are not able to use this scanner as is.

You can purchase an I/O pci card with USB 2.0
it'll cost < 10$ and you need at least win98 se or newer to be able to use USB 2.0
This is a usb 2.0 standard with greather speed then ordinaru usb  or usb 1.0

Usually a usb2.0 device should work on a usb1.0 device, only not at the full speed.
Try updating your usb drivers from the manufacturer of your motherboard.
If you want to, you can also search for a PCI USB 2.0 card through

http://www.pricewatch.com

They usually have the lowest street prices for one. Click on "Cards - Controller" and then click on "USB 2.0"
Go to the website for your computer I/E Dell, Microsift, HP ect.......   On the home page click support and then downloads, follow the screen or search for USB host controllers and then drivers.  There you will find the proper software for your computer to recognize the HI-Speed USB.  Then you can download the software and install it on your computer.
Agreed.
