I've done it the way you described, but still it expands to: C:\Documents and Settings\<USER>\Start Menu
I closed EXPLORER and started again, but still...
Does it require a restart? Can't imagine.
Try this one

%SystemRoot%\explorer.exe /e,"C:\"

Opening Explorer in a Different Directory
Tired of Windows Explorer always opening up with My Documents?

Customize it, by changing the properties for the Windows Explorer icon and replace the

Target field with: %SystemRoot%\explorer.exe /n, /e, c:\yourfolder
It works with me

I googled the hints previously, no one worked.
Has it something to do with %SystemRoot% or %HOMEDRIVE%?
Strange because it seems to work with me on W2K and XP

ok.
%systemroot%\explorer.exe /e,::{20D04FE0-3AEA-1069-A2D8-08002B30309D}
worked. my fault. I thought right klick Start and explore is same as start / progs / accessories / windows-explorer.
Glad your problem is solved.
