JPG image "grows"

When I copy jpg files from my digital camera to my hard drive, they are about 450 Kb. If I then open them in MS PictureIT '99 and do a Save As... and save them as jpg with no compression, they "grow" to around 730 Kb.

Subsequent open/saves of the 730 Kb file do not have the same effect -- it doesn't grow any more after that.

Why would this happen? Do digital cameras use compression? Is it something like a "raw" jpg file or something?
