Shutdown Command in Command Prompt

I am using this command...

shutdown -s -t 30

This shuts down my system, but leaves me with the 'It is now safe to turn off your computer screen'

My system powers down after shutdown when turned off via the start menu, so why doesn't it now?

The PowerDownAfterShutdown key in the registry is set to 1, and I do not have an Advanced Power Management tab in my power options in control panel
