Currently No Logon Servers Available to Service your Request

I have a Win2000 SBS SP3 Server.  I am trying to browse via network neighborhood to a workstation and I am getting "There are currently no logon servers avaliable to service the logon request."  One note, I have only a 5 CAL license with 8 workstations in the domain.  But I only need to work with 5 for now.  I can browse to any of the other 7 workstations.
I have read the answer by Portang to a simliar question "https://www.experts-exchange.com/questions/20072492/Logon-servers-not-available.html"   I know of now way to force the port speed on my  router/switch.  I have a BEFW11S4 Linksys router and a Netgear 5 port hub/switch.  The workstation in question is a Compaq EVO with an Intel Pro/100 VM Network adapter.  I've tried forcing the adapter to 100/full duplex, to no avail.   What should I do next or is it even related to the switch/NIC?

Thanks for your prompt input Rich.   I'm not using WINS.  I'm trying to browse from the server to a workstation that is running WinXP-SP1.  This workstation used to come up with no problem, in fact I had a drive mapped to it from the server.

I'm also not running Terminal Services (except for on the the Server for RDP access).

BTW, I have only entry level knowledge of Win2000 SBS.  I inhertited the job of managing the machine.  Further, I belive only the most basic services (Windows2000 Server) were installed.   All 8 machines are in the active directory.

>  would install the diagnostic tools on the server and run "dcdiag" and "netdiag" from command prompt.
Dcdiag and netdiag are merely downloadable files obtainable from microsoft:

Download and run:)

Its also in the support/tools directory of the Win 2000 CD.

Could it be a licensing issue?  I have only 5 seats, but 8 computers in AD.  I'm running SBS 2000.  I never installed the SQL or Exchange servers, just Win2K.  Now I have another 5 seat CAL for SBS, but I'm unable to install them, cause it says I'm not running SBS.  
When I took Simple Sharing off the target machine, the No Login Server available went away and is now replaced with "Attempting to connect to \\host\share" then The mapped network drive could not be created because the following error occurred:  The trust relationship between this workstation and the primary domain failed.
Did u test ur DNS Server using Nslookup ?
Ok, problem solved by rebuiding Win 2K, adding SBS, adding 5 seat CAL for SBS, and removing simple sharing from the target machine.  Also reattaced all machines to the domain.
