opening an outlook item template gives error 'can't open file: xxx.oft.'

If I try to open an outlook item template I get the error:

can't open file: xxx.oft. The file may not exist, you may not have permission to open it, or it may be open in another program. Right-click the folder that contains the file, and then click Properties to check your permissions for the folder.'

Even if I try to open it from windows-explorer I get this error. First outlook is opened (minimized) and then the message appears. I installed every possible option for outlook from office XP pro. Who can help me?

Try running outlook in safe mode first. Go to Start->Run->OUTLOOK.EXE /SAFE

OK, I did. Outlook starts up correctly. Opening the *.oft gives the same error.
Have you tried repairing the office installation or reinstalling it?
I repaired office. Same error
Is this happening on one specific computer? Can you try logging in as a different user and see if this happens? Wild guess! But at times, outlook acts weird bcoz of a corrupt windows profile as well..
Same computer, different account, same error. I don't have another computer to test it on. I can try that later. Any other suggestions?
Try going to Tools->Options->Other->Advanced->Custom Forms->Clear Cache and see if it works! Thats the only thing I can think of! :o)

Maybe some additional information (I think not relevant but who knows):

I use windows XP pro without access and access 2003. When I choose the template manually in Outlook and create a new message, it works fine. However I want to use 'CreateItemFromTemplate' in VBA for access. I thougt VBA created the error. However exiting access and try to open the template from explorer gives the same error so it seems the error has noting to do with access.

Another person has been having the same issue and it was related to an anti-virus software. What anti-virus do you have? If Norton, then definitely thats causing it.
No, AntiVir. Disabling it gave the same error.
