R6003 runtime error on new install of Win98.

I've installed a new hard drive into my Compaq Presario 1655 Notebook  PII 266 with PhoenixBios.
When I attempt to install Win98 using the boot floppy  I get all the way to the setup wizard before I receive the R6003 error.
The Boot Sector Write Protect is disabled.  I should add that I'm using a boot floppy to load the operating system from a CD.

Did you FDISK and FORMAT the HD before you tried to install? It sounds like it is not correctly seeing the drive.
Are you sure your BIOS can handle the new HD size?. If might have a problem with drives over 32gig.

The new HD is 20gb.  The previous one was 4gb.  I had formatted the new drive using BootIt NG.  When I boot to DOS using a
floppy it seems to recognize the new drive.  I can transfer files to it.  However, I did try to repartition using fdisk and when it attempts to verify drive integrity it will just get to a certain percentage verified and then restart at 0%.  I don't know what that's about.  

To Lee Tutor:  I'm planning to put the old HD back in and trying some of the suggestions listed in that previous posting.

Searching the web I found many references to R6003.  Does anyone know anything about the Clipper Tools and their association with this runtime error.  There is a downloadable fix on the Oasis website, but I don't know how to use it.

In this BIOS setup there is listed under Security a "Fixed Disk Boot Sector".  The options are "Normal" or "Write Protect".  I have it set on "Normal".  Unfortunately this didn't help.  

To Zee:  I've searched the web thoroughly and this Clipper Tool fix is the only solution I have found.  Keep in mind that my knowledge in these matters is limited.  You might check out the Oasis site maintained by Phil Barnett.  There is a patch called R6003 Fix or something like that.  

Have you check the IDE cable?

Try moving the HDD to the other IDE controller.

I noticed that your initial post stated that the message shows, "The Boot Sector Write Protect is DISABLED." Have you tried setting this Fixed Disk Boot Sector setting to "Write Protect" in order to ENABLE write protection?

I did try the Write Protect setting and that didn't help.

I reinstalled my old 4gb drive and had no problems installing Win98se.  So it looks like a
problem witht the larger drive.  Fdisk would not create a partition on the larger drive as it
would get stuck verifying the integrity of the drive.  I would still like to see if I can get the
20gb drive going as the 4gb drive is making noise and I fear it is on its way out.  I think I'll
try some of the suggestions from Coral for alternatives to manage the larger drive.
