Outlook Express Image Blocking not working anymore

My Outlook Express is no longer blocking images like it use to. For some reason it just stopped working and I really like having this feature ever since installing SP2. Anyone know how I can fix this?

I tried a system restore but that didn't work. I also went into Tools->Options->Security and unchecked and then rechecked "Block images and other external content in HTML e-mail" but that also failed to fix the problem. I'm not sure if some spyware or virus purposely disabled it. I ran my spyware detection software but that didn't find anything either.
