Exchange 2003 mail delivery slow internally

Some users are experiencing slow internal mail delivery. It is not uncommon for email to arrive 1/2 hour to 3-4 hours later. What can I check to find out what is causing the delay.

There is almost no reason for email to be slow in delivery, as everything is based on the Exchange server. It isn't really delivered, just moved from one part of the database to another.
I would use OWA to verify if the messages are actually in the mailbox and just not showing on the client.

Are these users, light users of Outlook? Don't check their email very often?
If so then it could just be a display issue - the usual cause is a firewall of some kind between the clients and the server stopping the packet from the server announcing new email from being received.
