PSEC Windows 2k, Windows Xp and Windows2003

I am running IPSec onto workstations, one is Windows2K, the other one is WindowsXP, the DC is Windows2k3.  I just discover that my IPsec policy works between two Windows XP machine, Windows XP and Windows2K3 DC and not Windows 2000.  Is there a reason why this would not work?  Since IPSEC is a standard protocol should it work under any Operating System?  I rechecked my IPSec Policy to see if they match and everything appears to be fine.  What could be the problem?

Curious if this applies to your situation.
Modifying an Internet Protocol security (IPSec) policy from a Windows XP SP1-based or Windows 2000-based client may corrupt the IPSec policy
