I am a PHP programmer not an Apache expert.  I can setup a Virtual Host in the httpd.conf but I have a need to setup a fairly large number of them and change them on a regular basis.  I would rather set it up as an admin function of some sort and not have to restart apache every time I set one up.  Does anybody know of a way to do that?

There are many ways to do this (with PHP, rewriting,etc...)

Read this documentation:
http://httpd.apache.org/docs-2.0/rewrite/rewrite_guide_advanced.html.en

There is a "Mass Virtual Hosting" section wich describe the way how you can do this with rewriting
