Icons displayed in Netcape, Not in IE

Why do the Address bar icons for popular websites (yahoo, Citibank, New York University) display when I use Netscape, but not when I use Internet Explorer?  Is this a setting that needs to be changed?

With IE, it only appears to use the icon image if you have accessed the page through your Favorites... otherwise, it's lazy. :)

IE relies on the favicon.ico to reside at the root of the web server.

Yahoo has this:
http://www.yahoo.com/favicon.ico

NY Uni and Citibank produce a 404:
http://www.nyu.edu/favicon.ico
http://www.citibank.com/favicon.ico

IE doesn't support the meta tag for linking to a shortcut icon, so it won't show NYU's icon as other browsers do.  NYU's homepage has the tag near the top:

<link rel="shortcut icon" href="/v45/images/favicon.gif" type="image/x-icon" />

As for Citibank, I can't get an icon for it in IE or Firefox (don't have Netscape).  You should be getting an icon for Yahoo! (in the end).

Here on EE, the pages have the link and also the favicon.ico exists at the root... Bookmarking any page will then force IE to download the favicon.ico - it doesn't bother until the bookmark is looked at through the Favourites menu. :(
