Converting html special characters for localised RSS news

I have developed an asp file (rss.asp) which retrieves records from an sql server 2000 dbase and displays them on home page as hyperlinked (to db) news items. I have a problem with non-unicode characters which I have to convert to unicode on the fly by using html special characters. I tried to insert below function at the top of  rss.asp file but special characters are being rendered as is in browser for eg. Father’s and not Father's. Is there any way to dispaly escape (or special) characters in unicode or any other work around which displays chars correctly? I need to do this as some db titles are in foreign languages.

you can try replacing the special characters by their Unicode values:
