Can't Install IE 6 without Term Services Install Mode

I have a Windows 2000 Advanced Server that I have just been given to administer. When I try to update windows or install IE 6, It says I need to install VIA Term Services Install Mode.

So I go to Control Panel, Add/Remove Programs, Add, and choose Windows Updates. The Windows Update screen appears, I choose IE 6 download, the initial download of around 500k starts, then the screen saying it is a 10 meg download, when I click on next to begin download, I get a popup window saying I need to be in install mode forTerm Services, and if I am click OK, otherwise click Cancel to abort the installation. Well, I am under the impression I am in Install Mode, but when I click OK, nothing happens, it just sits there until I abort the install.

Any ideas?
