Ok I had a server with 105 licenses in site 1, a server with 5 licenses in site 2... I have uninstalled licensing server on the server that had only 5 licenses and joined it to the same domain as the server with 105 licenses... So how can i make it so when users connect to the server with no licenses it will automatically use a license from the server with 105 licenses.

Both servers are domain controllers, and running Windows 2000 Server.

There shouldn't be any need to do anything else than joining the server to the domain. A terminal services license server covers all terminal servers in your domain (assuming you have enough licenses).
Since the license server is running on a DC, the new machine should automatically find it and get the licenses from there.

Is there any way to check and confirm that the license is being used off of the 2nd server?

If your users can log on to the terminal server, then it should work. If the terminal server wouldn't be able to contact a license server, your clients would receive an error message.
