Can not start Microsoft Office Outlook. Unable to open the Outlook window. The set of folders could not be opened.
Person installed MS Office 2003 as Administrator. Now after logging on to computer as normal user and starting Outlook the Outlook window flashes on the screen then the following error message is displayed: Can not start Microsoft Office Outlook. "Unable to open the Outlook window. The set of folders could not be opened. The server is not avialable. Contact your Administrator..."
Have uninstalled software as Administrator and reinstalled it and when I log on as normal user and try and setup Outlook, receive the above error message.
What set of folders can not be opened?

I received a similar such error on a user's Outlook 2003 client in our Exchange environment. Unfortunately, the fix above did not work for me. But I discovered that this user had configured his local mail profile to route mail directly to his Personal Folders PST file instead of to the Exchange 'Mailbox' folder. Interestingly, this setting appears to be stored on the Exchange server, since when I created a new local mail profile, the problem was still there.
To fix, I reconfigured his mail profile to deliver by default to the Exchange Mailbox folder and all was well.

My problem with this errormessage was, that the Outlook was offline, instead of online. Was an icon at the right bottom of outlook. clicked on it and made it online.
This can happen, when you select in the send-receive settings, that the folder should be offline available and accidently switch to offline.

We are getting this, I have tried a new profile on a new machine and still getting it. Must be something to do with the server?
So are we. We use MS Office Live Mail via Outlook Connector v. 12.0.6237.1003, a beta apparently. MS Office Live Mail tech support had me download that version due to a seemingly unrelated problem, which appeared to be fixed. Now this, though, which they are totally clueless on.

I resolved by locating the scanpst utility and running it which fixed outlook.pst

In my case, I had recieved the same error message, the Exchange Mailbox Store had been dismounted. It dismounted beacuse the Logical size had exceeded 18 GB. I remounted the store and made everyone empty their deleted items.

Was finally able to solve problem....
1) Logged in as administrator, Started Outlook and created a dummy profile.
2) Copied Outlook.pst in C:\Documents and Settings\Local Settings\Microsoft\Outlook
3) Renamed Outlook.pst in C:\Documents and Settings\Local Settings\Microsoft\Outlook
4) Logged in as normal user and copied Outlook.pst to folder on server where user's other pst files were located.
5) Started Outlook and was prompted for Outlook.pst file. Change search path to Outlook.pst saved in the user's folder on the server.
6) Bingo... It worked. All of the user's imap folders showed under the user's profile.
