Turns out, I didn't wait for replication to occur. &nbsp;It was a single install, single AD server. &nbsp;Stupid that you should have to wait at all. &nbsp;In any case, thanks to yomanex for the answer.

Message Delivery, which was the 15 MB. &nbsp;I changed this to 20 MB, but I still receive the message &quot;The message being sent exceeds the message size established for this user.&quot; &nbsp;I'm trying to avoid restarting the exchange services mid-day (and not even sure that will do it). &nbsp;Any suggestions?
