Is there a administrative utility to report which Active Directory users are logged on at any given time and from where?

On a domain controller, right click on My Computer, select Manage.

Expand Shared Folders and select Sessions.

This should give you a fairly accurate representation of users logged onto the network.

I will continue to reasearch, but I do not know for certain if there is a way to do what you are asking without third-party software.

I should add that this will only show users that are accessing file on that specific DC.
