When creating a formula and wanting to make a cell static you can enter a \$ before the row and/or column.  Today I do this by manualy editing the formula in the edit box.  I know their must be some key combination that I can hold down while selecting/clicking on a cell that will automatically assign the \$ in the forumla.

Press F4 while the curosr is in or near the cell reference in the formula.
F4 toggles between four different kinds of absolute/relative references.
