I have resolved thias locally. If automatic updates are turned on you cannot download updates from the updates page of microsoft. Turn off automatice updates and they download fine. This only seems to have happended since SP2.

Strange problem.<br />
Can download and install critical updates using microsoft download. If however I use windows update. All files are downloaded, but will not install. Receive error message access denied you may not have permisson do carry out command. (error )x8007005). I am however logged on as the administrator.<br />

Unable to install Microsoft critical updates

Windows Server 2003 was based on Windows XP and was released in four editions: Web, Standard, Enterprise and Datacenter.
