cisco 2950 switch bandwidth and QOS question

Hey everyone.... I was wondering if there is any way to configure a switch to have QOS but with bandwidth restrictions... For example: I want the traffic on port 8 and 9 to have QOS but only be limited to 250KBps down and 20KBps up(if it's even possible).. so it pretty much dedicated bandwidth when it is in use... when it's not in use... I don't want that bandwidth to be taken up.. Thanks in advance.

I guess you are referring to rate limiting.  Please go through the documentation in this url

This is a configuration guide for different versions of Cat 2950 IOS. Choose the IOS version you are using and go through the section marked "Configuring QoS"

well i guess i can use traffic shaping on the router and qos on the switch.
