I would like to create and ISDN lab environment. I have 2 2600 Cisco routers with BRI-U WICs. I know you can connect 2 T1 WICs back-to-back, but can you do the same with ISDN? Or will I have to purchase an ISDN emmulation device for $1000? Thanks!

You'll have to have an ISDN simulator.

You can probably find them on ebay for a lot less than $1k.  Here's one for $250:  Item number: 5756998004  ebay.com
