Windows 2000 and Photoshop Elements 3

I have a 2000 pro box 2.8Ghz, 120G HDD, 512MRam.  My question is after installing the PE3 program, my system will freeze.  It seems to happen mostly after a few minutes of inactivity.  I have also noticed that when PE3 is installed and NAV2005 is enabled, the system commits about 50% of the CPU to running NAVAPSVC.EXE.  This lasts 4-5 minutes.
During this time all other processess are put on hold.  Can I modify the NAVAPSVC tp reduce the time it runs?

Try to set Lower Priority to this process and then see. If this process is running under Kernel Mode then you can't change the priority if its running in User Mode then you can change it successfully.

First thing you need to make sure is....boot in Safe Mode then run PE to just make sure other third party processes are not interacting with it. Also you need to make sure all system modules are in original state. You can run sfc /scannow to do.

Thanks for the help!  I tried your suggestions, but no change was noticed after running the sfc.  I finally removed PE3 and everything to running ok!
