The current release of Reporting Services does not include the Combo Box control.  Microsoft have stated that it is under consideration for future release.  Not quite sure why you would want a Combo Box within a report, but you can use the Parameters to produce dropdowns for filtering, sorting and conditions.

Are you trying to use combobox for users to select appropriate parameters? If so, when you are setting parameters, you can either manually enter items (both display and value) or choose "From Query", create a dataset that has all the combobox items, set appropriate columns for both display and value.

Forgot to mention, the ComboBox for parameter is created by Reporting Services, not by draging from toolbox.
Right click on blank area outside the report area, and choose "Parameters" to set your parameter property.
