windows 2000/xp network neighborhood browsing question over wan

is there any circumstance when an xp or 2000 computer would not show up in network neighborhood if there is ip connectivity between me and them?  I am writing a program that allows you to add computers via the network neighborhood api.  Don't want to allow the user to add ip's to my console as they could change.  remember only xp and 2000 computers that I care about.

BTW I know there is a browsing delay before they show up, not worried about that

Network Neighborhood uses MS network client and uses broadcast packets.  If machines are on a different subnets and the router doesn't pass broadcast packets, machines may not show up in Network Neighborhood, even though they otherwise have IP connectivity.
