How to have a message POP-UP before user connects to the internet wirelessly

Chris Bowen indicated that his
library has several "hot spots" for Internet access via
laptop.  In signing onto the Internet from a laptop, his
library has a "pop up" screen which requires the patron
to agree not to use pornography and not to sexually
harrass others. (Chris will send me the wording they
use on this pop up screen.)    However, there is no
way that one can impose filtering on these laptops
or force them through the SAM system (at this time).
The only way one could filter for wireless access
would be to instruct the ICN to filter the entire
Internet feed going into the Library so that every
patron would be subject to filtering without the
ability to disengage.

How do I have this message POP UP ?  The user is a DHCP client....but how can I make this popup screen happen ?

have a look at nocat splash (www.nocat.net) for a neat open source solution for that sort of thing.
