1 - You can use simple javascript for this purpose but i fear it wont stop on mouse over. Check:
http://www.hypergurl.com/verticaltext.html

2 - second way is to use Java Applet. Check it

Hi

Here's an easy example....

<table width="50%" border="1">
  <tr>
    <td><marquee direction="up" onMouseOver="this.stop();" onMouseOut="this.start();">Vertical Text Scrolling</marquee></td>
  </tr>
  <tr>
    <td><marquee direction="up" onMouseOver="this.stop();" onMouseOut="this.start();"><img src="http://www.experts-exchange.com/images/certification.gif"></marquee></td>
  </tr>
  <tr>
    <td><marquee direction="up" onMouseOver="this.stop();" onMouseOut="this.start();">Vertical Text Scrolling with image <img src="http://www.experts-exchange.com/images/certification.gif"></marquee></td>
  </tr>
</table>

That's for scrolling up, and this is for scrolling DOWN

<table width="50%" border="1">
  <tr>
    <td><marquee direction="down" onMouseOver="this.stop();" onMouseOut="this.start();">Vertical Text Scrolling</marquee></td>
  </tr>
  <tr>
    <td><marquee direction="down" onMouseOver="this.stop();" onMouseOut="this.start();"><img src="http://www.experts-exchange.com/images/certification.gif"></marquee></td>
  </tr>
  <tr>
    <td><marquee direction="down" onMouseOver="this.stop();" onMouseOut="this.start();">Vertical Text Scrolling with image <img src="http://www.experts-exchange.com/images/certification.gif"></marquee></td>
  </tr>
</table>

Soft Complex has a cross-browser javascript that will scroll text and images horizontally or vertically and they will stop scrolling on a user mouse-over (http://www.softcomplex.com/products/tigra_scroller/)
