security alert..possible firewall problem

i am trying to download a few diff spyware removal programs off the internet & everytime i click download i get a security alert that says "your settings do not allow this file to be downloaded."  what can i do to change this? i have windows 2000 professional

Okie..can you check few settings...First did you login using administrator rights or login rights..??
Second how about yout internet explorer security settings...If they are setted to High security reset to the default...
Then how about any AntiVirus softwares...

i changed the internet explorer setting back to default  thank you  it worked

Thts good..anyway you can modify the security settings as per your requirements..there are log of sites where you can get the information....For ex, its recommended to block the unsigned activex controls..etc...etc..so you can stop some of the browser hacking attempts....
