"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

What you see there is a classic example of the use of layers, and not much else.

First they blended the pictures of the two people together, as in this tutorial
http://ipaki.com/content/html/42/569.html

Then they created new layers for each of the hexagon overlays; the green ones, the off-white ones, the transparent ones with white edges, maybe more.

Each layer of hexagons was given a certain level of transparency.  The ones that are just a white border are 100% opaque, the green ones look like they're about 40 or 50%, some white ones are at 10% or so.

If you want more detail, please ask.
