You can install and force the remote users to use a proxy (to which they would have to authenticate).
You can do this with IPtables and squid:

For iptables, you would want to run this in your firewall script:

iptables -A INPUT -i eth1 -p tcp -m tcp --dport 3128 --syn -j ACCEPT
iptables -t nat -A PREROUTING -i eth1 -p tcp --dport 80 -j REDIRECT --to-port 3128

where eth1 is your internal interface, and 3128 is your squid server's listening port.
