Expected statement error on my ASP page

I am getting the above error on my asp page and the code fails at the "<%WEND%> line. Any help will be appreciated

<% if RSEnvironmental("PROJ_ID")="" Then %>
<% else %>
<table border="4" bordercolor="b0c4de" cellpadding="2" cellspacing="2" align="center">
              <td><br><br><b>PROJECT ID</b></td>
                <td><br><br><%=RSEnvironmental("PROJ_ID")%> </td>
              <td><b> OWNER </b></td>
              <td><b> OCCUPANT </b></td>

              <td><b>PROPERTY ADDRESS</b></td>

              <td><b>ENVIRONMENTAL DATABASE</b></td>
              <td><b>PREVIOUS BUSINESS</b></td>

<%      RSEnvironmental.MoveNext%>
<%      WEND%>

<% end if %>

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

The problem is that there is not a while in the code. If it exists before the if, the wend should go after the end if.
