Exchange 2003 and OWA

I use Exchange 2003. We have OWA published for 2 of our remote users. They are always complaining about how slow it is. I tried it, and it is very slow. I understand that the bottleneck is the internet line servicing the server, however I cannot change this spped of this line for another 2 years (budget/cost etc).

Is there anything else that can be done to improve the speed at which users can connect to the mail server when outside of the organization through OWA?

the users could try the basic client instead of the premium?

or, if they need the full feature set how about setting up RPC over HTTP and they could use the full outlook client on their machines?
