IE restricts ActiveX in Terminal Session

Hi,

I need to allow a specific ActiveX control to be installed by users on a Citrix farm.  I have tried completely disabling the GPO's over the TS OU, blocking the User from applying the GPO, adding the URL to the trusted sites in the URL, etc.  The only logon scripts are in the same GPO and do not specifically address this IE setting.

Only an administrator login is allowed to install the control.  

Where else can IE be restricted?  I don't want to manually install the control on each server in the farm since there are many servers and the control is updated from time to time.

not sure if you checked already, but the actual IE settings (tools >internet options >security >custom) there are several settings in there to disable active X.  I have a big group of TS users that had the same issue with a control.  I changed the setting on a default user, delted all the profiles (roaming profiles) and then they all recreated with the proper IE settings to allow active X.  This was all with a server 2003 TS setup.

I ended up installing the control on one server and directing the user to that server only.  So much for load balancing.
